In the RTCA DO160G on page 284 (20-12) in the Radio Frequency Susceptibility section the procedure says

“When necessary, limit the forward power to not more than 6 db above the calibration value determined during probe calibration procedure in Section 20.4.b”

The testing house that I am working with (TUV) consistently goes above 6db. They use this as the power limit. Is this correct?

The way TUV is testing is correct. The power value + 6db is the limit for DO-160G so you must limit the current only once you achieve this power limit threshold of calibration +6dB.
